Need for a Global Referendum, plebiscite or popular consultation
Negotiations on Climate Change developed in Copenhagen showed that the representatives of developed countries seek to attribute the decision-making and the imposition of the same to all peoples, governments and countries on the planet without consultation of decisions that affect Mother Earth and the future of humanity, forgetting that the planet and its destination are not the exclusive property of a group of governments or international institutions. Taking into consideration the call of our brother Evo Morales Ayma President of the Plurinational State o f Bolivia, in order that the peoples of the World speak out on decisions relating to Climate Change and the Rights of Mother Earth, and as the outcome of the work developed by representations of CIDOB social organizations, CSUTCB (FESORC) CONAMAQ, CSCIB, COB and CNMCIOB “BS” (Alliance of Women), the following determinations were agreed by consensus:
At the Copenhagen conference, President Evo Morales proposed that, given the lack of an accord among governments, the people should be consulted in a referendum of global scale. He put forth the following five questions for that referendum:
1) Do you agree with reestablishing harmony with nature while recognizing the rights of the Mother Earth? YES or NO
2) Do you agree with changing this model of over-consumption and waste that represents capitalist system? YES or NO
3) Do you agree that developing countries reduce and reabsorb their domestic greenhouse gas emissions for temperature not to rise more than 1 degree Celsius? YES or NO
4) Do you agree with transferring all that is spent in wars and for allocating a budget bigger than used for defense to climate change? YES or NO
5) Do you agree with a Climate Justice Tribunal to judge those who destroy Mother Earth? YES or NO
The working group will discuss the pertinence of this proposal, the questions it will ask, and the concrete aspects of organizing a referendum at the global level with the participation of different peoples and progressive governments.

(Ivo Poletto. *) A maioria das pessoas sabe que a Conferência dos Chefes de Estado sobre o Clima, realizada em dezembro de 2009 em Capenhague, foi um fracasso. A grande mídia deu essa informação. Como de hábito, contudo, ela deixou de informar sobre o que fizeram as organizações sociais que também se reuniram na mesma oportunidade. Menos ainda elas noticiaram o que foi proposto por governantes em favor de caminhos alternativos aos que dominaram os debates da Conferência. Em vista disso, o presente artigo propõe-se cobrir parte desse vazio, destacando a proposta apresentada à Conferência no dia 17 de dezembro pelo Presidente da Bolívia, Evo Morales. CLIMATE CHANGE WORLD REFERENDUM

1. Supporting the referendum on climate change nationwide and globally.
